Number of cases when ordinary people are abusing superpower are growing and at the same time several superheroes have recently disappeared. Children are offered to use substance allowing them to be a superhero for a while, but its dosage is sometimes deadly. The police neets to call special unit which has been out of service for several years to catch the dealer.
